Bhubaneswar, Jan 18 (PTI) The National Human Rights Commission today asked Orissa government to submit a detailed report on health, education and public distribution delivery system in Kalahandi-Balangir-Koraput region after 12 children in that area died allegedly due to starvation.
The rights body issued the direction at its camp sitting here while disposing a case of alleged starvation death of 12 children in Nabarangpur and Balangir districts in 2010.
The issue was taken up by the NHRC which conducted an investigation through its special rapporteur Damodar Sarangi last year.
Besides NHRC chairperson Justice K G Balakrishnan, three other members disposed the matter at the camp sitting.
Though the state government in its report to the NHRC claimed that the death of 12 children in KBK region was not due to starvation, the Commission refused to accept the argument, NHRC secretary K S Mani said.

Earlier it was reported that Orissa would establish govt. medical college at Balangir. Now, the health minister says the medical college at Balangir will be established in PPP mode. Looks like the CM is confused and he does not really understand the pathetic situation of health service in KBK. Just to remind you that the CM and health ministers were silent onlookers when cholera was spreading in KBK and many lives were lost. The CM should be held responsible for the miserable health and education services in the tribal dominated Kalahandi Balangir Koraput region.

New Delhi, Nov 1 (PTI) Orissa today asked the Centre to consider the recommendation of the Central University in the state”s Koraput district for setting up a medical college in the region. “The HRD Ministry should favourably consider the recommendation of the Executive Committee of Central University, Koraput, for setting up a medical college,” Chief Minister Naveen Patnaik told reporters here after a meeting with HRD Minister Kapil Sibal.
The Ministry, however, turned down the proposal citing resource constraint, sources said. Patnaik said he also requested Sibal to sanction and release 1/3rd of their share towards capital cost for enabling the state to establish model degree colleges in 18 low gross enrolment ratio districts.
According to the sources, Sibal told Patnaik that for strengthening vocational education, his Ministry was in the process of seeking approval of the Expenditure Finance Committee (EFC). Sibal said a meeting of the state Education Ministers has been scheduled in December this year to discuss vocational training.
Sibal assured Patnaik that the proposal of the state for setting up new vocational colleges and strengthening of the existing ones would be considered favourably during next academic year. For availing central assistance towards 1/3rd share for capital cost for setting up degree colleges in 18 Low gross enrolment ratio districts, Sibal said Orissa should sign the required MoU at the earliest for getting the required central share.

KORAPUT: “Considering the precarious health scenario of the district, a multi-speciality medical college is required for KBK region,” said Planning Commission member Abjijit Sen during his visit to Koraput today. Speaking at a meeting, he promised to apprise the Cabinet of the need to declare Koraput district as one of the worst affected areas by Maoists and for recruiting tribal youths in Army, Navy, Air Force and paramilitary forces.
Several villagers under the leadership of former MLA Taraprasad Bahinipati met Sen and apprised him of alleged irregularities in the execution of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and other Centre-funded welfare programmes in the district. Sen also expressed concern at the deteriorating condition of NH-43.
He reviewed the Rural Water Supply and Sanitation (RWSS), National Rural Health Mission (NRHM), MGNREGS, Revised Long Term Action Plan (RLTAP), Prime Minister Gram Sadak Yojana (PMGSY) and Sarva Sikhya Abhiyan (SSA).
Earlier, the Planning Commission team visited Deopottangi, Padapadar and Maliput villages of Pottangi block to review development programmes. Advisor L P Sankar and Deputy Advisor Indu Patnaik are members of the team. District Collector Rajesh Pravakar Patil, DRDA project director Ruparosan Sahoo, Sub-Collector Poonam Guha accompanied the team.
