Khurda-Balangir rail line: Orissa govt. seek additional funds from the Centre

BHUBANESWAR: If execution of the Khurda-Bolangir railway line project is allowed to proceed at the current pace, it will take years to be completed. Thirty-six km of the railway line work is yet to be completed even though the 289 km-long line was sanctioned 15 years back.

The State Government has decided to seek additional funds from the Centre for early completion of the project work. MPs from Orissa will soon meet Railway Minister Mamata Banerjee in this connection. Chief Minister Naveen Patnaik is also likely to take up the matter with Banerjee soon.

Khurda-Balangir railway link project was sanctioned in 1994-95. The line is 289 km-long with 24 stations. It will pass through Khurda, Puri, Nayagarh, Boudh, Sonepur and Bolangir. The project was originally estimated at Rs 355.38 crore. However, the project cost has escalated to more than Rs 1000 crore now. Expenditure on the project till March, 2010 has been Rs 96.41 crore.

The slow pace of land acquisition for the project is also one of the reasons behind the delay in the execution of the project. Land acquisition process is yet to start in Boudh and Sonepur districts.

Official sources said that land of 225 villages will have to be acquired for the project. Out of 1349.45 acres private land required for the project, 1084.86 acres have been acquired. Besides, 203 acres government land out of the 231 acres required for the project have also been acquired.

Planning and Coordination Minister AU Singhdeo today reviewed the project work at a highlevel meeting. It was decided that a meeting will be organised at the level of the development commissioner to solve problems facing the project.

The Commerce and Transport Department will also review the project on a monthly basis.

Official sources said that two major bridges have been completed up to 36 km of the railway line. Out of the eight road over bridges, two have been completed while 24 minor bridges out of the 51 have been completed.

Section 0 to 36 km of the railway line is likely to be commissioned by March 2011 except the bridge on NH-5 which will be completed by December 2011.

Budget provision of Rs 120 crore has been made for the project in 2010-11.

Estimate for the second phase of the project 36- 112 km has been submitted to the Railway Board for approval.

Senior officials from the commerce and transport department and East Coast Railways (ECR) attended the meeting.
